what does it do exactly
This is what Steam says the Hotfix fixes:
an exploit that allowed files to be uploaded to the server at arbitrary locations in the file system
Fixed a server crash caused by a client packet claiming to be an HLTV client when HLTV is disabled on the server
Fixed a server crash caused by spoofing a client disconnect message
Fixed a server crash caused by sending malformed reliable subchanges

I wouldn't worry. There will always be a need for education, even private if school places are cut.

Cutting the funding happens in every downturn but then increases again in the good times. It is not always down to the governments, a lot of education facilities waste money of things that are not really needed and when there is a dip they panic.
